The Schuylkill Watershed Congress is an annual gathering of citizens interested in understanding, protecting and restoring local watersheds and streams. This event features a diverse program with concurrent and poster sessions covering a broad range of watershed topics.

The 2010 Keynote Presentation offers a panel discussion titled “How to Challenge a Stormwater Permit and Win: A Look at the Crum Creek Neighbors Decision. Michele Adams (Meliora Environmental Design), James A. Schmid, Ph. D. (Schmid & Company, Inc., Consulting Ecologists), and John Wilmer (Environmental Attorney), will tell the story behind the recent successful legal challenge to a stormwater permit given to a developer in an Exceptional Value designated watershed in Delaware County.

Mar 9: PADEP to Hold Drinking Water Source Protection Workshop

The PA Department of Environmental Protection will hold a workshop from 1-5 p.m. on Tuesday, March 9th for water suppliers and local officials to learn how they can work together to better protect drinking water sources.  This free event will be held in Bethlehem, Northampton County at the main campus of Northampton Community College.   DEP will explore how communities can assess and protect the areas surrounding water source and will present information on its source water protection technical assistance program.  See the full DEP announcement.

Last week we summarized EPA’s webcast on the proposed national rulemaking on post-construction stormwater management. The agency was clear in their intention to consider volume control and promoting the concept of green infrastructure.  In its Winter 2010 newsletter, the Center for Watershed Protection (CWP) recaps reader ramblings on the role of evapotranspiration (ET) in stormwater design, and shares readers comments on tools for stormwater volume reduction.  Read these and other stormwater features at CWP’s Runoff Rundown, Winter Edition.

BMP Manual to be Revisited, Budget & Conservation Districts, Chesapeake Bay Executive Order

1st Stormwater Manual Revision Committee Meeting in Harrisburg

On Wednesday, September 9th, Domenic Rocco, Dennis Stum, and other PADEP stormwater representatives held the first meeting in Harrisburg to discuss an update to the Stormwater BMP Manual.  The committee consists mostly of engineers, many from the SE, who have had multiple experiences working with the Manual.  An elaborate review and editing process has been defined that includes 9 sub-groups, broken out by specific topics expected to be especially important:

  • Control Guidelines
  • Calculation Methodologies
  • Vegetated Systems
  • Capture and Re-use
  • Water Quality
  • Infiltration Issues
  • Redevelopment
  • Highways and Other Linear Systems
  • Inspection and Maintenance Issues

Sub-groups will deliver written reports to the committee which will compile and submit written recommendations to PADEP.  PADEP will then prepare a Manual Revision.  Timing is uncertain, though the committee is planning on a 1-year timeframe.

There are quite a few ways that the existing Manual could be improved.

PA Stormwater Management Symposium

Registration is open for BOTH the PA SWM Symposium and Municipal Workshop at Villanova (put on by the Villanova Urban Stormwater Partnership)!  Between NPDES, efforts to revise the BMP Manual, and proposed Ch 102 regulations, there is a lot to talk about!

This year attendees will be addressed by:

  • John Hines, Deputy Secretary of Water Management
  • Glenn Rider, Director of the Bureau of Watershed management
  • and many notable speakers from both the private and the public sectors.

VUSP and TVSSI researchers will present their latest research!  Registration includes podium and poster presentations, tours, and of course the wine and cheese reception with our vendors.  Registration is through the VUSP website at www.villanova.edu/vusp

Budget Impasse Hinders Conservation District Activities

Pennsylvania’s 66 Conservation Districts are feeling the pinch of local funding reductions and the state budget impasse.  The absence of a state budget coupled with the threat of significant financial cutbacks on the state and county levels concern conservation districts who are wondering how they will continue to provide local citizens with vital conservation programs.  Read the PACD full press release.
